The Charter of the League of Arab States consists of the preamble, 20 articles and three special annexes. The First Annex is on Palestine, stating that "the Council of the League should designate an Arab delegate from Palestine to participate in its work until this country enjoys actual independence". The Second Annex is on Cooperation with Arab Countries that are not Members of the Council of the League. The Third Annex is on the appointment of Mr. Abdel-Rahman Azzam, Minister Plenipotentiary in the Egyptian Foreign Ministry as the First Secretary-General of the League of Arab States for two years.
The preamble noted that the relevant States had approved the Charter to cement and reinforce Arab bonds on the basis of respect for independence and sovereignty to achieve the welfare of all Arab States.
On 22 March 1945, the Charter of the League of Arab States was signed by the delegates of Arab States except Saudi Arabia and Yemen who signed the Charter at a later date. The Palestinian representative parties attended the signing ceremony and 22 March became the date of the annual commemoration of the establishment of the League of Arab States.
