  • General Secretariat convenes second regional conference on “Modern Technologies and International Humanitarian Law: Autonomous Weapons Systems and Artificial Intelligence in the Military Domain”

    The second regional conference on “Modern Technologies and International Humanitarian Law: Autonomous Weapons Systems and Artificial Intelligence in the Military Domain,” organised by the Department of Arms Control and Disarmament of the International Political Affairs Sector, in cooperation with the International Committee of the Red Cross, is being held at the headquarters of the League of Arab States on 10–11 December 2025.

    The opening statement was delivered on behalf of His Excellency Ambassador Dr. Khalid bin Mohamed Manzlawi, Assistant Secretary-General and head of the International Political Affairs Sector, by Mr. Fadi Achaia, Minister Plenipotentiary and Director of Arms Control and Disarmament. He said that the conference is convened within the framework of ongoing international efforts to develop a shared vision and a unified international approach to the challenges arising from the use of modern technologies in military operations, as well as their humanitarian, legal, and ethical ramifications. He noted that the world is witnessing an unprecedented acceleration in the deployment of advanced technologies in the military field. While such technologies offer prospects for enhancing precision and reducing human and material losses, they simultaneously raise serious concerns regarding the protection of civilians and civilian objects and the need to ensure full compliance with the principles of international humanitarian law. The conference brings together experts from Arab states, alongside a number of specialists from the International Committee of the Red Cross.
