The joint meeting of the Committee of Senior Arab and Russian Officials was held at the headquarters of the League of Arab States on 7 October as part of the preparations for the First Arab-Russian Summit, scheduled to be held in Moscow, Russian Federation, on 15 October 2025.
The meeting was co-chaired by His Excellency Dr. Qahtan Taha Khalaf, Ambassador and Permanent Representative of the Republic of Iraq to the League of Arab States (current Presidency of the Council of the League at the Summit Level); His Excellency Ambassador Alexander Kinshak, Director of the Department of the Middle East and North Africa at the Ministry of Foreign Affairs of the Russian Federation; and His Excellency Ambassador Dr. Khalid bin Mohammed Manzlawi, Assistant Secretary-General and head of the International Political Affairs Sector, representing the General Secretariat of the League of Arab States.
The meeting followed consultations between the Presidency (Iraq) and the General Secretariat to discuss arrangements for convening the First Arab-Russian Summit and the Seventh Session of the Arab-Russian Cooperation Forum at the Ministerial Level, as well as to agree on the final versions of the documents to be issued—namely, the "Final Declaration" and the "Plan of Action for the Implementation of the Principles and Objectives of the Arab-Russian Cooperation Forum for the Period 2026–2028."
Ambassador Dr. Khalid bin Mohammed Manzlawi stressed the importance of these events in light of Russia's significant role as a major power and its supportive positions on many Arab issues within international organisations, as well as the need to further strengthen Arab-Russian relations in the economic and cultural fields.
