Missions - Targets
  •          I. The Arab Economic Relations Division

    1.  The Arab Economic Relations with the Americas, Asia and Africa

      1. Follow up on the outcomes of the international and Arab economic forums and conferences.

      2. Prepare the economic aspects of the draft memorandums of understanding and cooperation agreements with countries.

      3. Participate in representing the Arab side in bilateral economic forums.

      4. Act as a focal point between the Departments of the Economic Sector and the international and bilateral forums, as well as other Sectors of the Arab League Secretariat General.

      5. Follow up on the economic developments of countries and the economic relations between Arab States and other countries.

      6. Prepare and participate in the meetings, convened for enhancing cooperation between the Secretariat General, its specialized organizations, the United Nations and its specialized agencies.


        2. The Arab Economic Relations with Europe, Australia and International Organizations

        1. Prepare and follow up on the proceedings and outcomes of Arab and international economic forums and conferences.

        2. Prepare the economic aspects of the draft memorandum of understanding and agreements of cooperation with the concerned international, regional and Arab agencies, as well as countries.

        3. Participate in representing the Arab side in the concerned bilateral economic forums.

        4. Act as a focal point between the Departments of the Economic Affairs Sector and the international and bilateral forums, as well as other Sectors of the Arab League Secretariat General.

        5. Prepare and follow up on the activities of the International Monetary Fund and the World Bank.

        6. Follow up on the economic developments of countries and the economic relations between Arab States and other countries.

           II. The Research and Economic Studies Division

    1.  prepare all researches and studies.
    2. prepare feasibility studies for prevention of double taxation in Arab States.
    3. conduct researches on specific economic issues in Arab States at regional and international levels.
    4. prepare studies, researches and reports adopted by the Economic and Social Council, Ministerial Councils and the Secretary-General on the joint Arab economic action.
    5. Establish the terms of reference for the studies prepared by experts or researchers from outside the Arab League Secretariat General.
    6. Convene seminars and symposiums specializing in economic issues relevant to joint Arab economic action, and economic issues of main interest to Arab States.
    7. Cooperate with research and study centres at national, regional and international levels in the economic field.
    8. Represent the Economic and Social Council and the Secretariat General in meetings, conferences and symposiums convened by organs of the joint Arab economic action in research and economic studies.
    9. Cooperate with bodies concerned with joint Arab economic action in research and economic studies.
    10. Evaluate the economic studies prepared by the Economic Sector's Departments before submission to the Economic and Social Council.
    11. Follow up on the studies and researches prepared by the Economic Affairs Sector in cooperation with research centres and researchers from outside the Arab League Secretariat General.
    12. Set up a database on the economic centres for study and research, experts and researchers in the economic field.
    13. Act as the technical secretariat for preparation of the joint Arab economic report.
    14. Follow up on the Palestinian economy indicators and the funds of Al-Aqsa and Al-Intifada, which were established to support the Sumud of the Palestinian people.

    15 III. The Division of Chambers of Commerce, Industry and Private Sector

    16. Follow up on the situation of joint Arab-Foreign chambers and prepare working papers to develop their status and to solve the problems that may hinder their mandate.

    17. Set up and prepare for an annual coordination meeting for joint Arab-Foreign Chambers of Commerce in cooperation with the General Union of Chambers of Commerce, Industry and Agriculture in Arab States, attended by chairs, first deputies, and Secretaries-General of joint Chambers. The meeting is chaired by the Arab League Secretary-General.

    18. Hold forums on the sideline of the annual meeting to promote exports and encourage investment.

    19. Prepare for the meeting of Secretaries-General of the joint Arab-Foreign Chambers in cooperation with the General Union of Arab Chambers to coordinate their work in this regard.

    20. Participate in the meetings of the General Union of Chambers for Arab States and regional federations as observers to discuss common issues involving the private sector and the League of Arab States to convey the governmental stance to prevent ambiguity and misconception. i.e. visions of the private sector on the free trade area, and strengthen the private sector mechanism in Arab cooperation forums with international and regional blocs developed within the framework of the League of Arab States.)

    21. Coordinate to involve Arab private sector institutions, particularly the General Union of Chambers of Commerce, Industry and Agriculture for Arab States to organize a mechanism for businessmen in cooperation forums held by the Secretariat General with various countries and economic blocs; such as; China, Japan, India, Russia, Turkey, Southern American countries and African countries, as a means to stimulate investment and to increase exports and technology transfer.

    22. Coordinate between the private sector institutions, specialized Arab organizations and joint chambers in a view to supporting small and medium enterprises.

    23. Emphasize the participation of private sector institutions and official governmental delegations in meetings, which shall prepare studies, make proposals and develop visions and expertise in various fields.




  •  The Department of Economic Relations focuses on economic, commercial cooperation and investment opportunities between the Arab countries and international forums and blocs and states. It also coordinates between the departments of the Economic Affairs Sector and the other sectors of the General Secretariat, especially the political and social sectors. The department is responsible for following up on the affairs of Arab federations and regional chambers, as well as the joint Arab and foreign chambers of commerce to bolster relations between Arab countries and international blocs. Moreover, the department cements the role of the Arab private sector in various fields to meet the demands of economic and social development in the Arab world in line with the recommendations of Arab summits.
