Missions
  • Implement the tasks entrusted to the Department within the general functions of the Economic Sector, in areas of joint Arab action and international action pertinent to environment, housing, water resources and sustainable development.

    Participate in preparation, organization and follow-up on the work of the Economic and Social Council and the Higher Coordinating Committee, in cooperation with the competent Department, as well as prepare and follow up on issues pertinent to the Department concerning the Council of the League of Arab States.

    Undertake the functions of the Technical Secretariat of the Council of Arab Ministers responsible for environmental affairs, the Council of Arab Ministers of Housing and Reconstruction, the Arab Ministerial Council for Water Resources, the Arab Committee for Disasters and Emergency and the Permanent Arab Committee for Meteorology and its subcommittees and task forces.

    Follow up on the implementation of the Sustainable Development Initiative in the Arab Region.

    Follow up on the implementation of the water security strategy in the Arab region to face future challenges to sustainable development.

    Follow up on the implementation of integrated management of water resources.

    Follow up on the implementation of the Arab Strategy for Disaster Risk Reduction.

    Organize and prepare for forums, regional and international conferences from the Arab side to determine the unified Arab position and convene Arab coordination meetings during those events.

    Follow up on the implementation of the activities of the Arab environmental action programme and the Arab programme for water resources..

    Organize and hold forums, conferences and meetings in the field of environment, sustainable development, water, housing and natural disasters.

    Issue reports and studies on joint Arab issues on disasters and guidelines about sustainable development, housing and water.

    Follow up on the efforts towards restoring environmental degradation in some Arab States.

    Undertake the tasks of the Secretariat General of the League of Arab States concerning matters related to agriculture, industry, energy and coordinate with the pertinent Arab organizations.

    Coordinate and cooperate with Arab, regional and international organizations in all areas concerning environment, housing, water and sustainable development.

    Coordinate and cooperate with joint Arab action institutions, ministerial councils, regional and Arab unions and international unions and organizations in the fields of environment, housing, water and sustainable development.

    Strengthen coordination and cooperation with States and other regional groups in relevant areas and the Department workflow, in light of the signed conventions.

    Develop an action plan for the Department, prepare its annual work programme and assign the tasks and functions of the Department divisions and its staff.

    Prepare the draft annual budget of the Department and take all the necessary measures for its approval and implementation.

    Organize the administrative work of the Department staff and propose a plan for the annual leave and staff performance appraisal.

    Undertake any other tasks as may be assigned in this regard.


Targets
  • The Department is divided into six Divisions, namely; The Environment and Sustainable Development, the International Environmental Agreements, the Meteorology and Climate Change, the Bilateral and Multilateral Relations, the Housing and Local Development and Water Divisions. Each Division undertakes the following tasks:

    1. The Environment and Sustainable Development Division

    Follow up on the implementation of sustainable development initiative in the Arab region.

    Follow up on the implementation of the Arab Strategy for Disaster Risk Reduction.

    Follow up on the implementation of the Arab Strategy of Sustainable Production and Consumption.

    Education for sustainable development.

    Environmental conditions in Arab States.

    Strengthen the application of the package of environmental and sustainable development indicators.

    Develop the capacities of Arab States for effective management of disaster and emergency.

    The Technical Secretariat of the Arab working group on trade and environment.

    Follow up on health and environmental issues.

    Follow up on environmental information issues.

    Arab environmental action programme.

    Follow up on the implementation of resolutions adopted by Arab summits on environmental affairs.

     

    2. The International Environmental Agreements Division

    Follow up on international environmental agreements by the Arab working group concerned with international environmental agreements relevant to chemicals and hazardous materials, including:

    The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal.

    Stockholm Convention on Persistent Organic Pollutants.

    Rotterdam Convention on the Prior Informed Consent for Certain Hazardous Chemicals and Pesticides in International Trade.

    The Montreal Protocol on Substances that Deplete the Ozone Layer.

    The Strategic Approach to International Chemicals Management.

    Draft an international legally binding instrument on mercury.

    Follow up on agreements referred to by the Arab working group concerned with the agreements relevant to combat desertification and biodiversity, namely:

    The United Nations Convention to Combat Desertification.

    The International Convention on Biological Diversity and Biosafety Protocol.

    The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

    The Convention on Wetlands (Ramsar).

    The Bonn Convention on the Conservation of Migratory Species of Wild Animals.

    The Agreement on the Conservation of Cetaceans of the Black Sea, Mediterranean Sea and Contiguous Atlantic Area (ACCOBAMS), the African-Eurasian Waterbird Agreement (AEWA).

    The International Treaty on Plant Genetic Resources for Food and Agriculture.

    Prepare the draft agenda of the Arab working group, who are assigned to follow up on international environmental conventions on chemicals and hazardous materials and the Arab working group concerned with follow-up on conventions about desertification and biodiversity.

    Follow up on the implementation of the resolutions of the Council of Arab Ministers responsible for environment-related conventions.

    Participate in relevant Arab and regional conferences, activities and events.

    Follow up on implementing the relevant programmes and activities in coordination and cooperation with Arab, regional and international organizations.

    Prepare for Arab meetings in a view to defining the Arab position towards certain topics to be addressed in international conferences.

    Participate in international conferences and hold coordination meetings for the Arab Group and prepare reports thereof.

    Issue the quarterly newsletter: "Our Arab Environment."

     

    3. The Bilateral and Multilateral Relations Division:

    Develop proposals for Arab cooperation with Turkey, China, India, the European Union, South America, the African Union and other States and regional groups in the field of environment, housing, water and sustainable development.

    Follow up on the implementation of resolutions, action plans and declarations of meetings and Arab Summits with foreign countries and regional groups in the field of environment, housing, water and sustainable development.

    Coordinate between Department Divisions of the Economic Sector and other relevant Departments of the Secretariat General of the League of Arab States.

    Carry out projects and studies within the framework of bilateral and multilateral cooperation.

    Prepare explanatory memorandum and follow up on the implementation of resolutions on Arab cooperation with States and regional groups for the Council of Arab Ministers responsible for the environmental affairs, the Council of Arab Ministers of Housing and Construction, and the Arab Ministerial Council for Water Affairs.

    Strengthen coordination and cooperation with specialized Arab organizations concerned with Arab cooperation between Arab States and regional groups.

    Undertake any other task as may be assigned in this regard.

     

    4. The Meteorology and Climate Change Division

    Conduct the mandate of the Technical Secretariat of the Permanent Arab Committee for Meteorology, its subcommittees and working groups.

    Strengthen coordination and cooperation among Arab States in all areas of meteorology, particularly in the area of climatic change, communication and information system, numerical weather prediction, quality of meteorological services, meteorological applications, training and scientific research.

    Ensure coordination and cooperation with regional and Arab organizations in topics relevant to meteorology and its applications.

    Promote coordination and cooperation with the World Meteorological Organization (WMO) and other relevant international organizations.

    Follow up on the activities of the United Nations Framework Convention on Climate Change and its protocols; and strengthen coordination and cooperation among Arab States in this regard, including the development of action plans, programmes and activities to address the potential impacts of climate change.

    Undertake any other tasks as may be assigned in this regard.

     

    5. The Housing and Local Development Division

    Assume the functions of the Technical Secretariat and follow up on the measures taken by the Council of Arab Ministers of Housing and Construction and its Executive Office, the Arbitration Panel of the Ministers of Housing Award, and other functional committees of the Council and its Executive Office.

    Monitor and follow up on the progress in areas of the development of building materials, as well as disseminate and broaden successful experiences and expertise in areas of low-cost housing, reconstruction of old cities and slums in Arab States and establishing unified Arab standards and specifications in areas of construction and building and applying them in Arab States.

    Propose common Arab projects and supporting policies to promote Arab cooperation in the field of housing and reconstruction, particularly in the field of urban planning, city reconstruction and real estate investment.

    Undertake any other task as may be assigned in this regard.

     

    6. The Water Division

    Develop an Arab strategy for water security of Arab States and follow up on its implementation.

    Seek to achieve an integrated management of water resources.

    Enhance the capacities for development of water resources and preserve its quality and quantity.

    Build the capacity to fulfill the requirements needed to face the demand on water resources.

    Promote the introduction of modern technologies in all areas of water use.

    Provide support for coordination and cooperation within Arab States that share water basins in order to achieve optimal, fair and equitable use between them.

    Protect the Arab rights for water.

    Implement programmes and activities concerned with Arab capacity building in all water-related areas, in cooperation with relevant Arab and regional organizations.
