  • League strongly condemns attempt to impose illegitimate government in Nyala, calls for respecting Sudan's unity and sovereignty

    The League of Arab States condemned the announcement made on 26 July by a Sudanese coalition affiliated with the Rapid Support Forces (RSF) regarding the formation of a parallel government in Nyala and its intention to appoint governors for several regions. This action constitutes a blatant challenge to the will of the Sudanese people and represents an attempt to impose a fait accompli through military force, disregarding the risks such a move poses to any prospects for a comprehensive political solution to the Sudanese crisis. It further threatens to intensify the cycles of violence and displacement endured by millions of innocent Sudanese.

    The League of Arab States reaffirmed its unequivocal rejection of the establishment of any parallel governments or administrations outside the constitutional and legal framework of the Sudanese state. It warned against the continued pursuit of plans aimed at undermining Sudanese state institutions, replacing the rule of law with disorder, and substituting the will of the people with the force of arms—an effort that could lead to the fragmentation of Sudan into warring cantons. Such developments pose a serious threat to regional peace, stability, and security.

    The General Secretariat stressed the need for full compliance with international legitimacy, particularly United Nations Security Council Resolution 2736 of 13 June 2024, which called on the Rapid Support Forces to lift the siege on El Fasher, and for the complete implementation of the Jeddah Agreement signed in 2023 concerning the protection of civilians and the facilitation of humanitarian access in Sudan. The League of Arab States also recalled the Security Council statement of 5 March 2025, which rejected the creation of a parallel governing authority in Sudan due to its potential to escalate the ongoing conflict, further fragment the country, and exacerbate the already dire humanitarian situation.

    The Secretariat urged the Sudanese parties involved in establishing this illegitimate parallel government to halt all unilateral measures that further divide the Sudanese state under any justification. It called for an immediate commitment to a cessation of hostilities in line with the Jeddah Agreement and for adherence to international humanitarian law to ensure the unimpeded delivery of humanitarian aid to those affected by the conflict. The League of Arab States also called for renewed political dialogue among civilian parties under the auspices of regional and international mediation.
