Mission
  • 1. With regard to the Council of the League at the summit level: The Secretariat shall prepare and prepare the work of the Council of the League at the summit level (regular sessions in March of each year in accordance with Article 3 of the Charter Supplement to the periodic session of the Council at the summit level and Article 5 paragraph 1 of the Rules of Procedure of the Council, Next steps: Preparing a manual of the required logistical, technical and material arrangements. To hold coordination meetings between the Secretariat and the host country of the Summit to agree on the logistical, technical and material arrangements for the meeting by four meetings preceding the Summit.

    The draft agenda of the Council of the League of Arab States at the summit level was discussed after consultation with Member States and relevant departments.

    This draft was presented to the Ministers of Foreign Affairs at the ordinary session of the Council in March in accordance with Article 6 of the Charter's Supplement to the Summit.

    After the adoption of the draft agenda, the Secretariat shall follow up the preparation of clear memoranda with the concerned departments and in coordination with the relevant countries.

    The draft agenda containing the documents and explanatory notes for the items of the draft agenda shall be binding and distributed to the relevant authorities.

    A list of heads of international and regional organizations, as well as heads of summits and foreign governments that can be invited to attend the Summit, is prepared in coordination with the host State.

    The Secretariat shall act as the Executive Secretary for the work of the Senior Officials Meeting of the Summit and the Preparatory Meeting of Foreign Ministers for the Summit and the Summit.

     

    To request administrations to prepare draft resolutions for the topics to be presented to the Summit within their respective areas of competence as well as the draft paragraphs proposed for the Declaration.

    The Secretariat shall prepare the draft resolutions, the final communiqué and the Declaration, and shall be printed and consolidated in their final form in preparation for submission to the Summit.

    Prepare, print and review the report of the Secretary-General on joint Arab action, as well as his report on the process of development and modernization in the Arab world.

    Preparing the final report of the Follow-up and Implementation of Decisions and Commitments Committee in its final form, in preparation for submitting it to the Summit in March of each year.


    Receive the report prepared by the Presidency of the Summit so that the Secretariat can prepare and prepare it in its final form for submission to the Summit.

    Prepare and print the final booklet of the resolutions, the final statement and the declaration issued by the summits, and include it on the system, as well as distribute it to the concerned departments and the permanent delegates of the member states.

    Preparation and printing of a booklet containing the speeches delivered at the summit to the leaders and heads of international and regional organizations and to be applied to the system.

    Documenting, indexing and archiving all documents issued by the Summit.

    Prepare minutes and memorize the sessions of the Council.

    2. With regard to the Council of the League at the level of Foreign Ministers and Permanent Representatives:

    The Secretariat shall prepare and prepare for regular and extraordinary sessions and consultative meetings at the ministerial level and at the level of permanent delegates, in accordance with the following steps:

    The Secretary-General shall propose to the Secretary-General the start and end of the meetings of the Council of the League of Arab States at its regular sessions during March and September each year in pursuance of Article 11 of the Charter and Article 5 (5) of the Rules of Procedure of the Council of the League.

     

    To inform Member States and other interested parties of the date of the session and request them to provide the Secretariat with any topics they wish to include on the Council's agenda.

    Prepare a schedule by the dates on which the original and additional agenda is sent as well as invitations to the Council for regular sessions.

    Preparation of the draft agenda of the Council.

    Review the clear notes prepared by the concerned parties in terms of form and content and standardize them according to the established method, and prepare them in final form.

    Arranging the subjects included in the draft agenda according to the sectoral organization of the university's interests and preparing the general index.

    The original draft agenda shall be printed and binding and shall contain the explanatory notes together with their explanatory documents and the attached reports.

    To invite to the Foreign Ministers on behalf of the Secretary-General to attend the meetings of the Council in accordance with the provisions of rule 7 (1) of the rules of procedure of the Council, which shall be accompanied by the draft agenda, explanatory notes and documents at least six weeks before the Council.

    Preparation of an additional draft agenda containing additional topics and questions that may be requested by any Member State and the Secretary-General in accordance with Article 7 (3) of the Rules of Procedure of the Council and sent at least ten days before the session.

    Prepare the draft agendas of the Political Affairs Committee, the Economic Affairs Committee, the Social and Cultural Affairs Committee, the Legal Affairs Committee and the Administrative and Financial Affairs Committee, including the explanatory notes and their explanatory documents, and print them in the manner followed and embellished.

    Preparation of the report of the Secretary-General on the activities of the Secretariat and the procedures for the implementation of Council resolutions.

    Prepare the draft resolutions of the Political Affairs Committee in coordination with Member States and concerned departments.

    Preparation and preparation of meetings of the Follow-up Committee for the implementation of decisions (at the level of delegates and at the ministerial level).

    Preparation of the draft agenda of the Commission.

    Preparation of the semi-annual report of the Follow-up Committee on Implementation of Resolutions, Commitments and Recommendations to be submitted to the Commission's meeting in September of each year.

    To carry out the executive secretarial work of the follow-up committee to implement decisions and commitments.

    Preparation of reports and reports on the results of meetings of the Follow-up Committee for the implementation of resolutions.

    To circulate the reports and recommendations issued by the Commission to all Member States and departments concerned with the Secretariat after each meeting of the Commission.

    Preparation of procedures of meetings and work programs, lists of heads of delegations and participants.

    To send invitations to international and regional organizations which have observer status as well as ambassadors of foreign countries accredited to the University to attend the opening session of the Council at the ministerial level.

    To carry out the technical secretarial work of the Political Affairs Committee and the Council and follow up the work of the Secretariat of the other committees. Preparation of draft recommendations issued by the committees emanating from the Council (the Committee on Political Affairs, the Committee on Economic Affairs, the Committee on Social Affairs, the Committee on Legal Affairs, the Committee on Administrative and Financial Affairs). Organization of downsizing of Board meetings.

    Preparation, printing and binding of resolutions in their final form and circulation to Member States and concerned departments and their introduction into the system.


    Preparation of minutes of the sessions of the University Council.

    Documenting and indexing all documents issued by the University Council.

    Organizing and preparing extraordinary meetings of the Council (Ministers and Permanent Delegates) and their documents and carrying out technical secretarial work for these meetings.

    Organizing monthly consultative meetings of the Permanent Delegates and preparing the Secretary-General's talking points and cooperating with relevant departments.

    3. With regard to the meetings of the competent ministerial committees:

    To prepare and prepare for the meetings of the relevant ministerial committees established by the Council's resolutions:

    Arab Peace Initiative Committee.

    Arab Ministerial Committee on the situation in Syria.

    Ministerial Committee on Sudan.

    Ministerial Committee on the Settlement of the Crisis in Darfur.

    Arab Ministerial Committee on the Israeli Attack on the Yarmouk Factory in Khartoum.

    Ministerial Committee on the Resolution of the Lebanese Crisis.

    Ministerial Committee charged with monitoring the situation in Somalia. Ministerial Committee to activate the implementation of the project of an Arab satellite system to monitor the planet.

    Preparing the draft agendas of these committees in coordination with the Secretariat and related parties.

    Preparation of clear and explanatory notes for the items on the agenda of the committees. Supervise the work of the Technical Secretariat during the meeting.

    Prepare draft statements and recommendations issued by the committees in coordination with the concerned departments and the relevant countries.


    The Department shall circulate the final statements and recommendations emanating from the meetings of these committees and shall communicate them to the Member States and the relevant bodies and shall include them in the system.

    4 - Arab qualitative and joint summits: Participate in the technical secretarial work of the Arab Summit for Development: Economic and Social

    Development in coordination and cooperation with Member States, relevant departments and the Technical Secretariat of the Economic and Social Council.

    Participating in the technical secretarial work of the Arab-African Summit, as well as the Arab summit with South American countries and their preparatory meetings at the level of delegates, senior officials and foreign ministers.


    5- Forums:

    Participation and assistance in the technical secretarial work of the meeting of senior officials and foreign ministers of the cooperation forums with the People's Republic of China and the Euro-Mediterranean countries in cooperation with the concerned departments.

    Participate in the preparation of the documentary files of these forums.


Target
  • The secretariat of the affairs of the Council of the League shall be the executive secretary for the work of the meetings of the Council of the League of Arab States at its three levels (summit, ministerial, delegates) and shall endeavor to achieve the objectives of the joint Arab action contained in the Charter of the League of Arab States.
