Missions - Targets
  • Department of Culture:

    • Following-up the implementation of resolutions in areas within the department's scope of work, issued by Arab summits in its ordinary sessions, as well as Arab Developmental Summits: Economic and Social Councils, Economic and Social Development Council, and the League of Arab States Council, and following-up on the implementation of those resolutions by the relevant bodies (organizations and states).
    • Preparing studies,  projects and explanatory notes in relation to the field of culture, proposed for listing on the agenda of the Arab Summits and the council of the League of Arab States and the Economic and Social Council.
    • Preparing periodic reports of the work of the Department of Youth and Sports,  submitted to the Council of the League of Arab States, the Economic and Social Council and Media Sector. 
    • Coordinating and cooperating with governments, ministerial councils, specialized Arab and international organizations, the private sector and civil society organizations in the implementation of joint activities related to the department scope of work.
    • Preparing and organizing all activities and events of the department in coordination with the bodies concerned in the Secretariat General, the ministerial councils and the relevant specialized Arab organizations .
    • Participating  in the activities and events organized by the specialized  ministerial councils and the Arab, regional and international organizations pertaining to the department scope of work.
    • Performing all the administrative work and preparing budgets related to the department work areas.


    Department of Dialogue of Civilizations:

    • Drafting a unified Arab strategic plan for the Alliance of Civilizations that reflects Arab aspirations and goals in that domain.
    • Implementing joint programs and activities in cooperation with international organizations and institutions working in the field of promoting dialogue among civilizations, in particular The United Nations Alliance of Civilizations (UNAOC), the Anna Lindh Euro-Mediterranean Foundation for the Dialogue Between Cultures, the Islamic Educational, Scientific and Cultural Organization (ISESCO), The Swedish Institute in Alexandria and King Abdullah bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue (KAICIID) in Vienna.
    • Organizing conferences and symposia that contribute to introducing the Arab-Islamic civilization and recognizing others's culture, such as the symposium on the dialogue between Arab – Islamic Civilization and its Chinese counterpart.
    • Developing joint projects in cooperation with members of other civilizations and cultures to promote mutual understanding among various nations and peoples, such as the project "A Common History: the Arab world: Europe 1815-1918".
    • Representing the Secretariat General at international conferences and forums related to the dialogue of civilizations.
    • Formulating programmes to counter both the phenomena of Islamophobia and defamation of religions in cooperation with several relevant institutions, including, Al-Azhar Al-Sharif Foundation, the Organization of Islamic Cooperation and the Islamic Educational, Scientific and Cultural Organization (ISESCO).
    • Preparing programs that contribute to the involvement of the young in the dialogue process, thus bridging the gap of misunderstanding among different generations of youth, such as Fellowship program in collaboration with the United Nations Alliance of Civilizations and Students program, and the Student program in cooperation with the German Cultural and Scientific Exchange (DAAD)
    • Strengthening cooperation at both regional and international levels with civil society institutions  working in the dialogue of civilizations domain, such as Friedrich-Ebert-Stiftung German Foundation and the Lebanese Foundation "Adyan".
    • Integrating the theme of dialogue of civilizations in the educational process, through the preparation of education manuals that include the principles of peaceful coexistence and respect of the others' culture. Such as:  A Guide to school history textbook authors: On a Common Path.
    • Preparing programs and activities dealing with issues of social integration and problems of minorities in various communities.
    • Organizing workshops on the role of media in addressing negative stereotypes and presenting true imagery of the culture of the other.
    • Monitoring, analyzing and reporting on events of discrimination and violence against Arab and Muslims in the West.​


  • ​Department of Culture:

    • Preparing draft agenda and programs concerned with the joint Arab action in areas of Culture.
    • Following-up on the implementation of resolutions and recommendations relevant to Culture, undertaken by the Councils of the League of Arab States, its committees and bodies, and evaluating its results.
    • Coordinating work and cooperating in the field of Culture with governments,  specialized Arab and international organizations and specialized Ministerial Councils.
    • Organizing conferences and forums and attending related events.

    Department of Dialogue of Civilizations​:

    • Establishing communication and interaction bridges between different civilizations so as to prevent clashes or confrontation.
    • Highlighting the elements and commonalities between different civilizations to create common grounds.
    • Clarifying the basic features of Arab-Islamic civilization and its contribution to enrichment of human civilization.
    • Combating the phenomenon of Islamophobia and facing contempt of religions and prophets.
    • Countering all forms and manifestations of extremism and intolerance, conducive to the spread of terrorism.
    • Presenting the true image of Islam and confronting attempts of stereotyping it.
    • Working at improving the image of Arabs and Muslims among followers of other civilizations, particularly Western civilization, and confronting campaigns of  deformation and attempts of negative stereotyping.
    • Assuring affiliation to Arab-Islamic identity.
    • Addressing all forms and manifestations of racial discrimination and incitement to violence on race or religion basis.
    • Strengthening international cooperation to address common threats and challenges facing different civilizations such as terrorism, extremism, violence, civil wars and environmental pollution, etc.
